Can I open many cards at once for different ad accounts?

That depends on the app's current rules and your account status. This site does not provide bulk card opening.

Can I use my Maya virtual card for Meta ads?

Maya virtual and prepaid cards are often declined on foreign subscription and ad checkouts that block prepaid BINs. You can try, but keep a separate card for ad spend if you can.
